Abstract: In Tracie v. Francisco, the Louisiana Supreme Court established the legal burden a parent faces when seeking to modify a consent decree with a nonparent. The case originated in the Twenty Fourth Judicial District Court of Jefferson Parish, and the defendant appealed to the Louisiana Fifth Circuit Court of Appeal.
